(I) For Children born in China:
Before applying for the passport for a new born child, the parents should register the birth of the child by following the procedure given below:
REGISTRATION OF BIRTH (As Indian Citizen)

1). Click/select option “Registration of Birth child under section 4(1) - last option
2). Fill ONLINE application.
3). Upload the documents (photo & birth certificate of the child; marriage certificate, passports, photograph & signature of the parents).
4). Birth Certificate and Marriage certificate, if in Chinese, must be notarized / authenticated by MFA, China. For Indian marriage certificate, it should be notarized by MEA, in India
5). Submit the application online and take two copies of the application after its online submission (a ref No will be allotted ONLINE).
6). Online Application Process for obtaining Birth Certificate from Embassy (Not Applicable for Consulates)
- Application process has been made online for obtaining Birth Certificate from Embassy of India, Beijing.
- To avail online application process for the above-mentioned Consular Service, an applicant should visit the website: https://indianconsularservices.mea.gov.in and follow the steps as suggested at the site. It may be noted that the online application process involves registration of the applicant as a first step by sign-up at the site and creating user ID and password for log-in to fill up the application for requisite Consular Service. The website would guide the applicant for each step after accessing it and then the applicant can navigate accordingly to fulfill the requirements of filling up the application, uploading the documents and submitting the same online.
- This website will open in Firefox internet browser and hence applicants are requested to use the same for accessing the site. After the submission of the online application form along with uploading the documents and online clearance by the Embassy, the applicant should visit the Embassy.

- Visit the Embassy with all the original documents (passports of the parents, notarized Birth & Marriage certificate, above downloaded ONLINE Forms(as per steps 1-5) and Consular Service Provisional receipt for birth registration at Embassy (as per step 6).

- Indian Birth certificate will be issued after necessary formalities.
- All original documents (including passport) are to be submitted for verification and will be returned
Procedure for passport application:
- Duly filled in online application form, refer link at https://embassy.passportindia.gov.in/.
- Birth certificate issued by the Embassy along with a photocopy.
- Marriage certificate of parents with a photocopy.
- Birth Certificate and Marriage certificate, if originated in China, must be notarised/ authenticated by MFA, China.
- For marriage certificate issued in India, it should be notarised by MEA, Patiala House New Delhi. If marriage certificate is not available or not attested from MEA, names of parents must be present in each other’s passports.
- Current passports of parents along with photocopies.
- Three recent colored passport size photos of the child (Recent 5cm*5cm, front pose, full face photograph where the ears are visible with white backdrop).
- Declaration in the passport form to be signed by both the parents.
- Proof of present residential address of parents.

(II) For Children born outside China:
Passport is issued for a validity of 05 years or up to the age of 18 years whichever happens earlier. Children between the ages of 15 and 18 have the option to apply for minor passport valid until he/she attains 18 years of age or a 10 year validity passport
For re-issue of Passport, after the attainment the age of 18 years, documents to prove their non-ECR category have to submitted, i.e. the 10th standard qualifying certificate to be submitted, else ECR stamping will be done. Applicant is to submit the educational document only for the purpose of getting an ECNR passport and not as the proof of DOB.
Children between the age of 15 and 18 have the option to apply for a minor Passport valid until she/he attains 18 years of age or full validity passport on ‘pre-PV’ basis (which will be ECR if Class 10 certificate is not submitted).
Both the parents need to be present along with their passports during the time of submission of the application.

Procedure for application: (Reissue-For Minors)
- Duly filled in online application form, refer link at https://embassy.passportindia.gov.in/.
- Current passport (original) along with photocopies of first page, last page and the valid Resident Permit/Visa page, if applicable.
- Three recent colored passport size photos of the child (Recent 5cm*5cm, front pose, full face photograph where the ears are visible with white backdrop).
- Current passports of parents along with photocopies.
- Declaration in the passport form to be signed by both the parents.

- Proof of present residential address of parents.
Note:
- The completed online application may be submitted at the Embassy counter on any working day between 0900 hrs to 1100 hoursand at the Consulates on any working day between 09.30 to 12.00 hours.
- Applicants may sometimes face difficulty in accessing the online application format due to technical reasons. In such circumstances, it is advisable to try after a while. Applicants are also advised to use computers with latest version of software operating systems.
- Applicants may please note that New Passport booklets are printed in India (Delhi). Applicants are intimated through e-mail cons.beijing@mea.gov.in& cons1.beijing@mea.gov.in (from Embassy), cons.guagnzhou@mea.gov.in&cons2.guangzhou@mea.gov.in (from CGI Guangzhou) and vc2.shanghai@mea.gov.in&vc4.shanghai@mea.gov.in (from CGI Shanghai) on arrival of their passports from India.
- Both the parents of the applicant have to come in person to submit the passport form.
